Preen works well. However, if neighbors allow dandelions to flourish or they grow in your lawn, then you are pretty much going to be forced to deal with them. No pre-emergent will work 100% effectively 100% of the time.

Planting heavily so the soil surface is well covered by desired plants and mulching well will also help to keep them down. But not gone completely.....that's just not gonna happen.
