I wouldn't think this would be normal at all. You need the felt paper installed to dry in the space before shingles are added. On top of that, I would suspect Ice & Water shield would be installed in the valleys, etc. I would have a representative from the shingle manufacturer have a look at it. If it's installed improperly, then the warranty will be void.
