Laundry room, what is this material?

I'm curious what this material is and how to best deal with it?
It's in my laundry room. I believe a septic tank was removed many years ago and it looks like this material was used to fill the space. I don't know that, I'm guessing. Any ideas? It's begun to flake and leaves the floor a mess.
