how high is the chair rail?

Hello- how high is the chair rail and did you use a flat panel below the chair rail or is that just the wall with a chair rail dividing the color?

I'm afraid I can't recall exactly the height of the chair rail, but we can try to guess. The ceiling is 8', and the rail is somewhat lower than midway up. It's probably somewhere between 36" - 42" off the floor (a ruler over the picture and some algebra say it's 38").
There's no panel on the lower part. It's just a chair rail dividing the wall horizontally.
