Proper Headspace for canning Turkey? 3 jars didn't seal!

Yesterday we canned a 22 lb turkey using the hot pack method. We've done this at least a dozen times without a problem.

Out of 13 pints of turkey meat, we had 3 that didn't seal. We had lots of venting, as the water in the canner was oily and the jars are a mess. The other 10 pints are sealed well. I then made 7 quarts of broth, and they all processed and sealed perfectly.

Usually when we can turkey, I add about 1/4 cup of broth to the meat in the jars before processing. This time, I re-read the directions in the Ball book, and noticed it said to cover the meat with broth--so I did. I left a good 1" of headspace in all of the jars. Any ideas why we had so much venting (and leakage)?? I'm thinking next time I'll revert to my 1/4 cup of broth, and no more!

(I am freezing the 3 pints that did not seal--so at least it's not wasted)
