6 volts is awful low.

electric strip heat is almost always run requiring 240v. Both legs are hot when the strip is active, and one leg remains hot when the strip is inactive.

when NO Switch closes strip heat is energized with 240v. 120v from each leg.

If you don't understand electricity principles and / or operation of what you are working on do not risk your own safety.

A digital multi-meter can indicate a voltage on a de-energized circuit which is induced due to its proximity to a live line. The line will have essentially no power, though, as the amperage is, for all intents and purposes, zero. Think of the cable in that circuit as an antenna, which is how it is acting.

The fin is probably not grounded, or you are not getting a good connection to bare metal. You need to measure between the two legs to see 240 V or 120 V from each leg to ground.

I'll go with what you have already been told"if you must ask,don't mess with it". It will likly never cause a problem but you could be hurt in the process of checking it out. If you are trained in electricial safty,say so and I'll discuss it with you.
