That looks like a textured wallcovering. Lots of wallcovering manufacturers make them; you'll have to work with a wallpaper vendor or designer who can source something similar for you.

It looks like something most likely done with wallpaper for ease and clean lines. It would be the easiest approach if you can find it and it is in your budget. But, I seem to be seeing a variance in the width between the two columns. That could be an illusion caused by the angle and camera or it could be an indication that it is a hand-done application of some sort. A wallpaper would most likely be machine made and perfect.

If this were a ribbon, I think you would see edges, though that would be one way to do something textural. If you want to create a virtual duplicate of this look, I would think a 3-d printer and creating your own wallpaper might be a possibility. I could also see creating the chain (knit or crochet) and doing it by hand. I would start with butcher paper or the brown painter's paper and mark out the design you want. Next, make (knit or crochet) your chains, then apply them to the paper with a paintable craft glue. Paint and seal the paper and then apply to the wall. I could see doing this for a backsplash or an accent wall (in which case you might want to apply the paper and then the design), but not a whole room. Maybe not even a very large accent wall.
