Even if you are able to stop the cats from getting through the fence, you will still have to stop them from jumping to the top of the fence (some can jump up to 8 feet). Your question was unclear -- are you not interested in an enclosed pen?

LMAO - impossible task. You might make some headway if you have them declawed. Are you trying to keep your cats in or the neighbor's cats out?

Heck, I've seen dogs climb a six foot fence. Child's play for a cat. You need to have a cat run, wired top and sides, or keep the cats inside. Please do not declaw - that's a very invasive procedure involving amputation.

I have Cat Fence In and it DOES work. You just have to follow the directions exactly and make sure there are no gaps. Mine is 10 years old and has held up well, although I'm in a mild climate with no snow. I've included two photos. The first shows it with the netting turned upward to keep cats from entering an area, and the second shows it in the downward position that keeps cats from getting out.

I have a 4 foot high garden fence 1x2 inch squares with chain link gates. My cat has never tried to climb or jump over it. The garden fence is a little wobbly and she won't climb it. She did get out on the side of the gate once till I blocked it up with a post .

Most decent vets will not declaw anymore where we live. As for a cat fence I honestly do not think there is such a thing , I have always kept our cats inside except when we put them in an actual enclosure

Every cat I've ever known or owned could climb fences and trees to an amazing height. I can't imagine any fence would successfully confine a cat that wanted to explore. You need a complete enclosure for that.
