The best time to divide or move peonies is August to September, when foliage starts to look bad. If yours are not planted in an optimal place though, you could move them now, you should be able to dig them with a clump of dirt to help them along. I would not move if you want to see blooms this year though.

If you don't have much growth on them yet you can move them now, keep as much soil on them as possible like Nancy said and then just treat them like any newly transplanted perennial for several weeks--give them shade (I use stackable patio chairs) and water 2-3 times a week for the first few weeks, scale down the watering and start moving the shade so they get more sun slowly, should be fine to treat normally after 6 weeks or so. I've moved peonies that way early spring and have gotten blooms same spring at times, not always. Best chance of seeing flowers this spring is to leave them where they are until fall, just keep in mind that moving them again--spring or fall--will set them back some in growth.
