Soils in containers warm up faster than ground soil does. It may just be that your ground soil is not yet warm enough to stimulate growth.

I wouldn’t worry yet. Most of mine are just now starting to show up, too. The only two that were at about 3 inches have already been nibbled on by the deer. Sigh.

I was aware of the difference between warm pots and ground temp, but it had been three weeks and that seemed like a long time. I also never paid attention to the date of early hosta shoots. But, of course, you all are correct. I just now am seeing the tips of some in ground hosta plants.

This might be the best time to point out that one can eat hosta shoots. I can't say that they tasted like much, but when it comes down to it, spinach doesn't either. The main cooking method I see is a quick blanch and then pan fry in some butter, salt & pepper. If you didn't plant or the deer ate your kale and collards, they are an early veggie.
