I am looking for a grass with quite a long list of requirements. Would anyone know of any grass species that has most, (hopefully all) of these qualities?

Colorful, oceanside, cold climate, non-mowing, short ground cover, flowering, deer-proof, fast-spreading grass.

I know it's a unique request, but any help would be appreciated. Thank you!
