I believe bark mulch is strongly discouraged for lavender. Light-colored pebbles, gravel or shells are the best choice. The idea is to reflect the sunlight and keep the plants drier. It will prevent rotting and diseases, and also concentrate the fragrant oil. You don't want to surround your lavender plants with something that will absorb water and stay moist.
