Your windows are all doubles/triples so no shutters for those. The one single upstairs is too close to the side walls to install shutters. Painting the door a pretty aqua or teal and working on adding color with plants will do the trick. I'd pull out the toadstool shrubs. That's DIY if you have a length of chain and a trusty car with a sturdy bumper or trailer hitch. Hang ferns above the porch railing and add a window box under the triple window on the left. Take a photo to the local nursery and let them help with some ideas for a perennial bed of plants where the shrubs were. They will last over the years. Pop in some color when the perennials stop blooming with a few annual bloomers. As a last touch, beef up the dinky light fixtures.

Paint the front door, other wise the house is fine. The landscaping is what needs attention.
