How do remedy this lawn issue?

We moved into this house a few years ago and each year the curb strip in front of house has gotten progressively worse. This year I'm committed to fixing this! Can anyone provide guidance on what I should do? Will it be easier to just rip out the weeds and grass and reseed the area?
