Up against your house or buildings you'll have to use regular pavers for sure to direct water away from the ground around those buildings. As for permeable pavers, they are an option if the ground can handle the water, otherwise regular pavers are your best best and whoever builds it needs to make sure to grade it so the water runs to a drainage area or away from buildings. Without seeing the area you're doing I can't for sure say what would be better.

When it comes to pavers and blocks, if you want better quality and longer lasting materials it's best to go through a landscape/hardscapes company. Techoblock or Belgard are examples of companies that sell those high quality materials, and those are the kinds of companies where most professional landscaping companies get there material.
