The alteration of the plumbing system from a floor drain to a drain on the wall requires a permit anywhere permits are required. It falls under the plumbing code everywhere. Because water flows downhill, and you only hope that it carries poop with it if you don’t comply with codes.

Thank you all for the feedback. This is in the guest bedroom but will keep the wall open as we have inspection on next room where we are expanding master bathroom. Might add this change to the other permit we have in progress.
