Training Tall Hedge

I am trying to train the Tall Hedge (some kind of privet) on either side of the gate into an arch, so I've let it grow up. The side on the right seems to be working, but the left side is sprawling. If I bind it up with twine, will it get sturdy or dense enough to form a pillar? At what point should I try to bend and join the tops of the two pillars? I've been trying to fill out the bottom of the hedge too, but I fear it is a lost cause because of the shrubs in front of it.


I hope you can make out what I'm doing in the picture. The tree in the background and the hydrangea sticks in front make it hard to see. Thanks for your advice.
