Help with House socks

Hi Folks,
I'm knitting a pair of house socks, and I've got to a step in the pattern that has me stumped.
The pattern says to cast off (easy bit) then says to knit another ** stitches evenly spaced along the top.
Can someone help please? Photos of the pattern and the item are attached.
