Focus elastica almost laying on ground?

My poor rubber plant is growing phenomenally, but almost lays on the ground. I’ve had him staked for over a year thinking it would help strengthen the trunks, but I just unstaked it and it’s worse than ever!

Should I just prune the droopy branches and call it a loss?

Gets great afternoon sun in a SW window, I water thoroughly about once every 2 weeks or when the soil feels dry. I know it’s probably in too big a pot- Could that be an issue? Also I noticed fine root hairs poking out the top. Should I repot and bury him a little more? Any help is appreciated.
