Apple tree is still dormant

Can apple trees lay dormant for a full season? I bought a batch of four in March, 2 are doing well, 1 is slower but to be expected, (old variety with known slow growth characteristics) and 1 looks dead. The scratch test reveals life beneath the bark so just wondering if it doesn't show any enthusiasm soon, if it might do next spring?
