Which Insect on Eureka Lemon

Hello All,

I recent bought a Eureka Lemon and small black flies are hanging out on the underside of new growth. From the look of them the are not Huanglongbing. They are eating holes in the new leaves and making them fall off. I am in zone 10 SoCal. Does anyone know how to prevent / stop this?
