Here are a few pictures of the tree as it is today and one when it had blossoms earlier in the spring. Do give me some inputs as to why there are barely any leaves. It was full of leaves when we planted it in October.

It's having fungal or bacterial problems, as these often do. If you are in the US try your local USDA Cooperative Extension Service office for help with specific identification. They will need samples of affected parts.

Also you shouldn't have a downspout emptying near a cherry tree you want to keep healthy. Plus your new tree is way too close to the house, if it pulls through it will get multiple times bigger than it is now.

The shrubs behind the cherry along the side of the house also should be replanted further from the building so they have room to grow. It is easy as a beginner gardener to place plants for the size they currently are, not realizing how big they will grow. Yours will be against the siding soon, not a good thing either for the plants or the house. With a two story house, beds look better and plants will grow better if they are a minimum of 5’-6’ deep, leaving room between the plants’ expected size and the building so you can get in to do maintenance such as washing windows, painting or doing repairs.

The browning of the top of the one foundation shrub could be from root rot due to excessively damp soil conditions.
