If the soil is a new layer you added and the astilbe pre-dates the application of it that will be why it hasn't been blooming - it's buried too deeply. Otherwise lifting, dividing and re-planting at a suitable time will probably result in flower production. Esp. if you mulch the divisions with compost.

They like a rich, moist soil and some shade. Maybe it would be happier and bloom for you elsewhere in your garden?

It actually looks very healthy to me. I don't know why it hasn't flowered. I've zoomed in on the picture and can almost convince myself I can see at least one flower stem developing. Maybe this is the year?

I have several astilbe in my north-facing primrose garden.. they like rich, well-drained soil and do well in the shade. I have mine mulched and have given them a slow-release general fertilizer...right now they have several flower buds and should be beautiful this year. Yours looks in good shape, but maybe would be happier in a north-facing /shaded area, if not already...maybe just needs a little food and mulch...Good Luck... I love mine, they are beautiful when in bloom...
