Bug ID in garden zone 5

I'm trying to find the name of this bug my sister found in her garden. She's in Illinois and I'm not sure if this was a single one or if there are a lot of them. Any clue? Thank you.

ETA... she just said that there were lots of them and they are tiny. So the picture does not show the scale.
