Ailing Wiegela Wine and Roses

Because this shrub is a fairly unattractive brown anyway, it probably took me a while to notice that it was actually turning brown as in fried, crispy and curling leaves. It is three years old, not in a damp area, and had some sparse blooms this spring. I did a cursory inspection for bugs and saw nothing obvious. Should I spray with Neem oil? Cut back? I hope you can make it out as it is brown against the brown mulch --- a problem with this shrub in the best of times IMHO.
