Problem with bell peppers

Been having some issues with my bell peppers here in south western Ontario. Planted in my beds around may long weekend. They seemed to establish very quickly but as soon as the heat hit, they started having some serious leaf curl problems.
My jalapenos and Scotch bonnets are having no issues at all. In fact all other plants are growing well. (Tomatoes, brussel sprouts, onion, bean, peas, faddish, etc.... ) Bell peppers just do not want to grow well.
Early on I thought it could be related to spider mites so I gave them some neem oil but that didn't seem to have much of an effect.i was also advised that maybe calcium was an issue so I gave about half of them some bone meal. The bone meal didn't have any effect either.
They're still staying alive but clearly not.living up to their potential.
Does anybody have any thoughts or suggestions?
PH is around 7, garden is regularly rotated and triple mix added annually.
I do seem to have an extreme amount of ants in the soil but not on the plants themselves . Havent noticed an aphid issue either.
