Perennial sunflower or weed?

I've been waiting all summer for this to turn into a perennial sunflower. Its thriving in the areas where I planted a few last season and this year I was surprised to see a proliferation of tall plants. I figured as a perennial it multiplied. But now I fear I'm showcasing weeds. No sign of blooms... Unless they bloom in alternate years. Anyone recignize this plant?
