Also, what are your thoughts on the shaded area on the left will that hinder growth of my veggies? ... and the right side that's shaded I can fix by closing the awning for the window.

Location please? You can grow quite a bit in small spaces, if you plan carefully. Check out square foot gardening for making the most of your space.

If the area is shaded all day long, I don't know of any vegetables or herbs that can tolerate that, but if it gets sun for a few hours or more, there might be something you can plant there.

I don't bother digging out here in Florida, but raising the sides and adding more good soil on top can work in many places, and save your back too.

Do you know what direction that plot is facing? Or can you tell us the approximate time of day that picture was taken? There are three things to deal with: soil, sun and water.

Soil - I am guessing that most of what is underneath is not the original soil that existed before the house was built - that was all scraped away. It was then replaced with sandy fill around the house. Good for drainage, but not all that conducive to plants. So you will want to build a raised bed (between 8 and 12 inches above the soil) and fill with half topsoil, and half compost, and manure or leaf mold. (That's not the only way to do it, but I am giving you something concrete that you can go to Home Depot or the local garden center and buy.)

Sun - That is the primary question here. A better location is away from the house and shade, if you want to grow vegetables. They like 6 - 8 hours of sun every day at least. For this spot you will want to observe how many hours of sun it gets and plant accordingly.

Water - Plants want moisture, but do not want to sit in water - the roots will rot. So good drainage is a necessity. If the soil underneath is sandy, that shouldn't be a problem. But just take into consideration that you are going to be doing a lot of watering right next to your foundation. Is that going to cause any problems?

In short you can do a raised bed here, but be aware of the sun issue. As an alternative, you could still improve this soil and then landscape it with plants that can tolerate less sun, and then build your raised garden in the middle of the yard away from the house.
