Need help with my lawn

I'm in Long Island, NY. I bought a new construction house at the end of year 2016. There is no grass when I moved in, only weeds and dirt. And there are so many rocks in the backyard and front yard. I hired a lawn company come to seeding and maintain the lawn. They told me I don't need to change the soil or put some topsoil. The power seeding will work. Last year, the lawn seems not so bad. But not worth 1000 dollars for the service. So I quit the service this year.

I will show some pictures of my lawn. The lawn looks so bad right now, brown patches, crabgrass. I know I did wrong for watering, I watered everyday for 20 Mins each zone. I should do infrequently and deeply.

My neighbor's lawn looks so beautiful and so thick, mine is not thick even though it is already two years. Is that because they use sod not grass seed?

I tried to use the screwdriver to test the brown spot of my lawn, I can't even put it into the soil, there are so many rock under the lawn. Do I need to change all the soil this fall? Is that necessary? I talked to my landscaping guy about that, he said I don't need to change it, just cover some topsoil. What do you guys think?
