What is this monster that's taking over everything?

I am one of three women who for the past eight years has assisted my two adjoining neighbors in caring for a lot (a half acre) that the owner has abandoned. He lives less than 30 minutes away, pays the taxes, but will not care for the property. We each take a section of the lot and cut the grass. We do not maintain trees or bushes.


The town has started a service where they will not "physically" abate properties, but will send letters and take owners to magistrate court if they fail to abate.


Before we present our problem to the town, we would like to know as much as possible about what the plant is. The tree in the center of the photo is growing the in middle of this thing. It has killed the Wisteria that grows on the trees behind it.


So what is it?
