Buy a new ceiling fixture. Use high CRI LED bulbs, at least CRI 80, order them online. Try Sylvania's line. New drywall is quickly and inexpensively installed by pros.

Tackle the popcorn. with that gone the beams would look killer. Ideally you would want 4 cans in there if the budget allows. If not at least move the electrical to the center and use a large 5-light semi flush.

You can swag a ceiling fixture over to the center. An electrician can add the chain and cord.
