Never mind, I found out what causes this. Funny thing is, I googled "diseases of pepper plants" and found nothing even close to what I was seeing in my plants. Then I googled "wiggly thingy on leaves" and I got a hundred photos of leafminer damage. LOL

Oh, well... Neem oil is supposed to prevent this and I have sprayed my plants with a neem oil and soap mix but maybe I didn't do it often enough?

I get leaf miners on my Swiss chard but I just ignore them as I still have more undamaged leaves than we can eat. If your plant is still performing (producing peppers that ripen), I wouldn't worry about it.

Thank you. The plants are performing, yes. This is their first year and even a stunted plant (never grew taller than 7 inches, I think due to the heatwaves we had in July) continue to produce lovely chilies.
