Flood plain help (would a new elevation cert help?)

Hi here is a pic of my flood plain map. The black circle is my whole property and the little circle is my home. We’re selling our home and in contract. We have a elevation certificate before we blocked in our basement door and moved the dirt to fill in void so our kids wouldn’t fall in. I’m wondering if removing basement door and filling in would help us? Like if we got a new cert would that raise the elevation? These buyers are wanting to back out because the flood insurance is so high but I believe we could be downgraded from a AE to a X. Any help is much appreciated

    I could call local city hall for help again. I tried that a couple years back and got a really grumpy old cogger on the phone so it scared me away lol. I have been reading about doing flood vents and that may help me on my premium. Something I have discovered with flood plains is nobody really knows what they are talking about. I actually have found there is a need greatly in this industry a voice of reason for those suffering from these maps changing. Soooo many people have been forced from their homes all over the USA for these map amendments in 2012 I pay $1,300 a year for flood insurance. The buyers quote is $3,400 because I have quite a bit of equity in the house. Very frustrating for me because I can feel them backing out. We shall see ♀️ thanks for your help

    Since they changed the flood line maps, some properties which were never considered a flood zone, now became in a flood zone and around here when people hear flood zone they run from it without looking back because insurance is through the roof... My nephew just looked at the house and it turned out to be in the flood zone the lowest rate for flood insurance was 4k.

    I just found out about flood vents and that if on your elevation cert on section A8 and A9 it says “NO” next to compliant openings then you can have flood vents installed and it will change that on the elevation cert and will take you from non compliant to compliant and bring your policy down

    On Fema definitions about flood zone A it means that: Areas subject to inundation by the 1-percent-annual-chance flood event generally determined using approximate methodologies. Because detailed hydraulic analyses have not been performed, no Base Flood Elevations (BFEs) or flood depths are shown. Mandatory flood insurance purchase requirements and floodplain management standards apply.

    The number 8 or 9 represents feet above Flood level.

    They also have Zone AE- which is the same thing, only Base Flood Elevations (BFEs) or flood depths are known.

    Who should I call? Another civil engineer to come check the place out? To be within days of closing and for this to happen is so stressful. I was sobbing yesterday it’s just been a rollercoaster ride. The house has never flooded in 100 years ♀️ the basement is above ground....it makes no sense to us but it is what it is. Thanks for your direction

    I'm not sure, I'm still trying to wrap my head around this after a long weekend and I never dealt with this before :-)

    I would assume an engineer or a survey company would be handling something like this but at this point I'm not sure what they gonna do, and even if something they can do... they would have to file an application to Fema for review and that could take months before you hear something back.

    On the general note, since Fema mapped out these zones which are described on the area Flood Insurance Rate Map or Flood hazard Maps, they show each zone's severity of a Flood in that area and it became a huge hassle for homeowner. I can see you near the ocean,lake, etc but some areas which never flooded or have a small brook a mile away, end up being in a flood zone.

    I guess Fema wants to protect themselves from paying out "just in case it happens" but in the mean time buying flood insurance is mandatory or you will never get a mortgage unless you buying with cash.

    @GN Builders L.L.C buyers backed out my home is so beautiful too all because of this darn flood plain. I found private insurance quote through lloyds of London for half the cost but they say that is risky? How is lloyds of London risky? It was the first insurance in the world! Aarrhhhhh Fema is actually bankrupt!
