1. That tree is quite pretty when it is blooming. It needs to be pruned on the bottom and shaped.

2. I would pick a pretty color solid stain and paint the entire exterior in that one stain color.

I would paint the front door and the fascia board across the front of the house in the same bright white paint.

Its a big job to strip off the blue, otherwise, I would suggest that, and then get the rest of the siding cleaned, and stain it all to match. However, since someone has already put paint on part of it, I would go with the cedar shade of solid color stain. You can paint that on over the top of the blue, so you will have the house all one color. Have the house power washed, first. I used solid cedar stain on a garage one time, to match in with the cedar stained house. It worked out great and held up great too.

Your house appears to only have a transparent stain on it. That dirt and black staining can be cleaned using a deck cleaner containing oxalic acid. Behr Deck Cleaner is one such product. Follow the directions and the wood can be brought back to almost new looking. It can then be re-stained with a transparent/semi-transparent stain, or stained with an acrylic solid hide stain. Stain gives maximum breathability to the walls and does not cover the wood texture, as do full bodied paints.
