Do Vana Tulsi (Ocimum gratissimum) germination needs sunlight?

I have bought some Vana Tulsi seeds from eBay.co.uk. Non of the seeds were not germinated. I informed to the seller. The seller told me Vana Tulsi needs sunlight to germinate the seeds. I never heard seed germination needs sunlight, Sunlight gives the seed warm to germinate, this is what I believe.

I have already grow other tulsi plants from seeds, I do not use sunlight to germinate the seeds. I sowed the seeds indoor and after germination I put on the windowsill until outside temperature is favorable for the plants.

Is sunlight really necessary to germinate seeds? If sunlight is necessary, please explain to me.

Tulsi plants I grow from seeds. Thai people called it Kraphao and use it for Thai cuisine.
