shower curb required dimensions

We live in Hawaii. Our contractor whose specialty is tile and flooring says that in Hawaii, code for shower curb is 4” high and 4” deep. This is a 34” x 6 ft shower that will have a linear drain ( either 23” or 28”), so a slight slope toward the side wall. I could not find the code that addresses the curb specs.Does it sound typical?

2015 UPC/IRC. ( This is the code most of the US follows. )

for A shower "WITH" a curb, finished curb must be 2" above drain . So 4 inch by 4" means nothing until we know the grading methods and buildup.. He may be saying its gotta be 4" to achieve the 2" code.
