Plastic on arch of window - what is it called?

We are going to be painting the trim on these windows white. On the second picture - what are those plastic things called on the half-circle portion of these windows? Can they be replaced? The first picture is the one in our foyer where they already took it out but it seems very bare especially from the outside when looking at the window. Should I even replace it or just leave it bare?
