I do know the feeling! if no one is able to ID (though someone probably will)... it definitely looks like cement tile.

I did a google search for blue and white cement tile and it produced a lot of different ones but I did not see that one exactly, but with time you may find it if you look through google images in the meantime.

It looks similar to the tile in this project which is listed in the questions as being purchased at Ames tile in British Columbia and is a painted glass...

Really but what I can see looks like cement tile so go on line and look up blue and white cement tiles.
