Seed starting with LED tubes vs fluorescent tubes

Hi all,

I've found various threads on this topic, with differing opinions, so wanted to ask directly. I am expanding my seed starting setup and would like to use LED tubes rather than fluorescents. I currently use fluorescents that are 6500k, 2200 lumens to grow to transplant size. Is it generally accurate to say that using LED tubes with the same specs (assuming they are accurately represented) would provide the same results as the fluorescents. I am also looking at the "frosted" type of LED bulb with the understanding that it should distribute the light more evenly. I am growing in a dark basement, and am not interested in flowering or fruiting.
