Paint the cabinets, new hardware, new countertop and sink(?), replace toe kick, new rug. Can't see a light fixture, but you might consider a new one too.

Replace the cabinets. The repaint and reface requires too much labor. If refinished correctly the cost will be about the same as replacing.

When we sold our house 4 years ago, I had never painted cabinetry before, but got some good advice, cleaned them thoroughly, sanded them, primed them, and painted waiting generous amounts of time between coats and they looked awesome when we were finished. Sold the house within 3 weeks of listing.

Where I live buyers would rather get a break on the house price wise and remodel themselves. Consult with an agent before investing anything. A good cleaning and ding repair, declutter, a couple pretty accessories and research into your comps would help.

With only a small view of the space, it looks like my after pic of my kitchen, redone two years ago. If the cabinets are yellow, I would paint them white, leave the countertop. Replace any dinged doors or kick plate on cabinets, brighten the walls. Get rid of the rug. I would put my money in updating appliances if needed. Add something bright and fun on the counter like a red vase with flowers, and leave it with the house if the buyers love it. Advertise the kitchen as a fun retro kitchen.

I agree that buyers appreciate the low cost. Replacing the countertop and cabinets costs major money.

The most off-putting thing in the picture is what appears to be a giant filter on the water faucet. It would have me questioning the taste and source of the water supply. Be prepared for questions.
