Probably there is a separate reset switch on the motor or someplace else for the spa which needs to be reset. It probably got "kicked" off during a power outage. Hot tubs usually require a 60 amp GFCI Protected Breaker, I would check that on the main panel unless you have a another sub-panel someplace.
