Is this Panel wired incorrectly?

My houses panel has the main wire coming through the cinder block wall, I don't see a sleeve for it, and then enters the Panel on the bottom left. With the Hot and Neutral wire running up the left side, is this panel wired correctly?
Is it safe to wire circuits around these cables, or should I pay to have the panel flipped so the lugs are on the bottom?
