It’s hard to make out from the photo but your description of what’s between the leave sounds like mealie bugs. The drop of fluid on the spike is sugar produced by the plant and is normal.

Douse them with alcohol. Rubbing alcohol. If you don't have it use a strong liquor. Vodka, bourbon, scotch etc. Spray or q tip. Give the plants a daily inspection too. Home free if you can't find for 2 weeks.

Im going to try the alcohol too, I have used that successfully on a jade plant in the past.

Im not impressed with how the roots are growing so I may do a repot even though it’s in spike, perhaps the roots are affected. It is one I got it in bloom last March at the orchid show and it’s never done really well since. I’ll take it out and do a root check first.
