I used cut and come again on my arugula, being careful not to take all of the leaves on any one plant. However I wonder now if I had cut them short instead of selective pruning they wouldn’t have grown increasingly coarse as the season progressed.

It all depends on your plant hardiness zone. I live in the midatlantic, zone 7b, and arugula is only a cool season crop for me. I grow it in the fall, winter (under low tunnels) and early spring (just sowed some last week). There are some bolt resistant varieties, but not even those will last much into June in this area. Too hot. It wants to bolt (send up flowers and go to seed) when it gets hot. The flowers are edible, but it also tends to get really bitter in the heat - well beyond the normal pepperiness of even the strongest arugulas.

US hardiness zone gives information only about average winter minimum temperatures. It doesn't tell us anything about summer temperatures. My climate zone is theoretically 8/9 but I get cool summers so arugula can be grown all year round but it does need succession sowing, since it bolts. So no, Arugula is not like Swiss chard, which doesn't bolt until its second year, Until we know the OPs climate (not zone) we can't really give a reliable answer.

I planted slow bolt arugula from Sample Seeds last spring and harvested it through fall. I probably threw more seed at it at some point but really did cut and come again. It was planted in a shadier end of the garden and we had a summer of rain thst would have made England feel Saharan - so much so that it would have been easy to overlook its declining quality. If there were any flowers they would have ended up in abridesmaid bouquet. I’ll have to check the pictures!
