stunted tomato seedlings

Peculiar situation. I seeded a dozen of each Sweet 100s and Black Cherry a month ago. Put them in cups under lights. Temps 60-80F (lights off and on). Plenty of moisture. 50% dilution MG. Two of the Sweet 100s, and four of the Black Cherry seedlings ended up, after five weeks, ONE inch tall. Barely. They just didn't grow. Leaves came out, but stayed tiny. The rest did great, and when planted out today were five inches tall. So, what gives? They were all treated EXACTLY the same, but two hugely different results. The large plants looked big and identical, and the small ones looked puny and identical. I've never seen this happen. I planted out the small ones along with the big ones. Goodness knows what they will do. I do the same thing every year, and everyone usually comes out looking the same.
