don't you have to have outlets per code and where do you put them?

Code generally requires one outlet for every four feet of "wall counter space," except when the width of the counter is less than 12". (There is more, but that's the basic consideration.) Code is subject to local interpretation. I am not an expert, but could offer three possibilities:

1- Because there is no exposed wall here ("wall counter space"), the countertop may not have been subject to the requirement.

2- Since the intent of the code is to permit appliances with 2' cords to be plugged in, the local inspector may have allowed outlets that were located on the back side of the open area.

3- Some of the "drawer" areas may actually be drop-down panels that conceal outlets.

the outlets are in the work areas, the island has one at each end. The other wall also has outlets.
