If your basement actually is showing wet walls or flooding, you should be consulting a civil engineer who can design a drainage system for you. If your basement is dry but you're just being cautious, a French drain would usually be a better option than essentially paving the area with polycarbonate. The French drain doesn't need to be large to pick up and carry away a normal amount of water, and in fact you want as much rain as possible to get soaked up by the dirt and mulch, where it will continue to percolate down and out to trees, creeks and other natural things. You'll still need to figure out where the French drain should let out, and make sure you have enough "fall" (vertical distance) for the water to keep moving — usually 2%, or 1/4 inch of vertical per 12 inches of horizontal, is the rule of thumb. The twinwall panels will collect and deposit a concentrated volume of water at their low point, and so create a flooding condition there that will be worse than if the water had never been collected at all. It's a creative idea, but there's a reason French drains are used so often around foundations and twinwalls aren't.
