1) Raising the closet door height to access the top shelf is actually a great idea!

2) 6'-8" & 7-0" are both standard heights, the difference is 7'-0" doors usually cost more. With that being said, all doors have some structure in your wall - with the top of that structure also typically 6'-8". If it's a new door where no door was previously, this is not an issue. If it's a new 7' door where a 6'8" door used to be - this will require some light construction - aka extra $.

It sounds like you are already aware of the aesthetic problem that this would create, having the door casings be 4 inches higher than the adjacent casings of the standard doors, so I would say that yes, this is odd. Secondary to that is the additional cost to get the larger height not standard doors and jambs. I would think hard about how much extra access 4" will really give you, how often the shelves are being accessed, and whether it's really that important to you. Especially consider this if you plan to sell the house any time soon, as although the misaligned casings and non standard door heights will make sense to you, and you might consider the cons worth it, someone else may think it is unsightly and awkward.
