Not a pro but perhaps the other vent was originally meant to pull air from the inside of the laundry room and have it blown outside the building?

Perhaps it may be helpful to take the vent screen off and see (or feel) which direction the air is being blown so you can locate whether it's a loose connection from a pipe inside the vent walls or that it is the result of a vacuum of air being pulled--the laundry room being the source of the vacuum pull of air (or perhaps another source).

Was/is there a gas water heater in the same room? For some installations in small rooms they require a high and low vent. I have seen cases where the high vent is in the ceiling and the low vent is about a 3" HVAC metal pipe that runs down from the ceiling to near the floor, and they both connect to the attic.
