DYING TREE - HELP PLZ

I have a DRACAENA MASSANGEANA (sorry about caps I copied and pasted) and its slowly dying. I've changed the soil to Miracle-Gro potting mix and I water it about once every 1 to 2 weeks but its still dying. I assumed because the pot doesn't have any drainage that it's kinda like just sitting there, the water that is. And its causing over watering. Idk what's going on but I dont want it to die. Any help would be fantastic. Oh, I use tap water to water it.
